The Federal Democratic Republic of Ethiopia Ministry of Irrigation and Lowlands has received financing from the World Bank toward the cost of the Ethiopia Climate Resilient Irrigation for Sustainable Production Preparation Facilities and it intends to apply part of the proceeds toward payments under the contract for the consulting services (Recruitment of Senior Monitoring & Evaluation Specialist (Individual Consultant).

1. OBJECTIVES OF THE ASSIGNMENT

The objective of this assignment is to lead the Planning, Monitoring, and Evaluation functions of the CRISP Project. The specialist will establish and maintain a robust M&E system, ensure effective data management, and provide systematic progress tracking, reporting, and capacity building in line with the Project Operational Manual (POM) and donor requirements.

2. SCOPE, DUTIES, AND RESPONSIBILITIES OF SERVICE

The specialist is required to design, implement, and manage a comprehensive M&E framework. This includes spearheading the development of the M&E/MIS database, ensuring data quality, and facilitating systematic data collection, analysis, and visualization of sub-project implementation progress.

The specialist will work within the project PIU, collaborating closely with federal, regional, and woreda-level project focal persons.

3. REQUIRED QUALIFICATIONS AND EXPERIENCE

The Senior Monitoring & Evaluation Specialist shall have:

  • Master's degree (MSc/MA/MBA) or Bachelor's degree (BSc/BA) in Economics, Monitoring and Evaluation, Project Planning & Management, Civil/ Water/ Agricultural Engineering, Statistics, Business Management, IT, or Management Information Systems.
  • Minimum 12 years (for Bachelor's) or 10 years (for Master's) of experience in M&E or project management within development projects.
  •  Proven experience in the Irrigation sub-sector and construction related infrastructure projects is essential.
  • At least 3 years of demonstrated experience with projects financed by external donors (e.g., World Bank).
  • Proficiency in MIS system design, statistical software, database development, and Geo-Enabled Virtual Monitoring and Supervision (GEMS) platforms.

4. DURATION OF THE ASSIGNMENT

The duration of the assignment is for twelve (12) months, renewable annually subject to satisfactory performance evaluation.

5. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM

CONSULTANT

The specialist shall submit the following:

  • M&E Plan: A comprehensive document defining the monitoring strategy (within 1 month).
  • Data Management Plan: Outlining protocols for data security, access, and quality (within 1 month).
  • Data Collection Instruments: A complete suite of digital forms and field checklists (ongoing/as needed).
  •  Project Baseline Assessment Report: Including analysis and visualization (within 3-5 months).
  • Periodic Reports: Monthly, quarterly, and yearly implementation progress reports highlighting achievements, challenges, and mitigation strategies.
  • MIS/Dashboard Updates: Monthly updates to GEMS/Kobo and project task tracking systems.
  • Training Reports: Documenting capacity-building sessions delivered.
  • Mission Support Documentation: Status reports on ISR/ Mission action items.

6. PAYMENT: based on experience and qualification of the consultant which is negotiable.

The Senior Monitoring & Evaluation Specialist will be selected on the basis of the approved methods of selecting individual consultant in accordance with the World Bank's Procurement Regulations for IPF Borrowers (Procurement Regulation) Seventh Edition dated September 2025, and the Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants, dated October 15, 2026 and revised in January 2011 and as of July 1, 2016, and other provisions stipulated in the Financing Agreements.
