The FDRE Government of Ethiopia is implementing preparatory activities under the Agriculture Value Chains Development for Productivity, Commercialization and Jobs in Ethiopia (AVC4Jobs) program, which is being designed with support from the World Bank.

The AVC4Jobs program aims to enhance Productivity, commercialization, and Job creation across Ethiopia's crop and livestock value chains through innovation, digitalization, and institutional strengthening.

The Ministry intends to apply part of the proceeds of this grant to procure consulting services for Hiring a consulting firm to assess the performance of Cooperatives, Common Interest Groups (CIGS) and evaluate the potential of Medium and Small Enterprises (MSES) through National Competitive approach.

The overall objective of this consultancy is to conduct a comprehensive assessment of:

  1. The performance, outcomes, best practices, lessons learned, and challenges of existing CIGS, Cooperatives, Unions that are supported under various projects under MoA (e.g. LFSDP, FSRP, LLRP etc.).
  2. The potential, capacity, and constraints of MSEs involved in crop, livestock, and horticulture sectors, with a focus on productivity, commercialization, and access to finance aligning with the selected value chain commodities.
  3.  The gender dimensions of CIGS, Cooperative, Unions and MSES, assessing how gender equality and women's empowerment are integrated and promoted within these groups and enterprises.
  4. Investigate the feasibility of working collectively as CIG, COOP, Union and MSES and indicate the gaps to be filled.

The consultancy will undertake the following activities:

  • Assessment of Common Interest Groups (CIGS)
  • Assessment of Cooperatives and Unions
  • Assessment of Micro and Small Enterprises (MSES)
  • Reporting and Recommendations

The detailed Terms of Reference (TOR) for the assignment can be obtained from the client's address depicted here under or can be accessed on request from belay.tariku@moa.gov.et  or/ tamratterfassa@moa.gov.et  The Ministry of Agriculture now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, Revised November 2017 and August 2018, November 2020 and or Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services July 2016 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
