Assignment Title: Consultancy Service for Certification Body for Independent Audit Certification of an Education Organization Management System (EOMS) based on ISO 21001:2018 and 9001:2015

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the East Africa Skill for Transformation and Regional Integration Project (EASTRIP), and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include

• Conduct a thorough and independent risk-based assessment of DDPTC's EOMS, ensuring compliance with ISO 21001:2018 and ISO 9001:2015 standards.
• Provide an unbiased certification upon successful completion of the audit and confirm the effectiveness of the EOMS in achieving defined quality and educational outcomes.
• Offer recommendations for improvement, if applicable, to help the College achieve ongoing compliance and performance enhancement. ensuring full consistency with the TOR attached or referred to in this REOI.

The Dire Dawa Polytechnic College now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.

The attention of interested Consultants is drawn to paragraph 3.13, 3.15 and 3.16 of the World Bank's Procurement Regulations for IPF Borrowers September 2025 ("the Regulations"), setting forth the World Bank's policy on conflict of interest.

The best qualified firm to carry out the services will be selected in accordance with the Consultant's Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria: The Certification Body must meet the following criteria:

1. Accreditation Requirements

a. Must be accredited by a recognized accreditation body, such as the International Accreditation Forum (IAF).

b. Should hold accreditation specifically for auditing and certifying ISO 21001:2018 and ISO 9001:2015.

2. Experience and Expertise

a. Demonstrated experience in EOMS auditing, certification and/ or related services, specifically with Educational Organizations or Institutions.

b. Minimum of four (4) years of experience in certification, with proven credentials in the fields of education and quality management.

C. Qualified Lead Auditors for both ISO 21001:2018 and ISO 9001:2015, and the ability to assess integration of these standards within the College's EOMS.
