ZOA from relief to recovery is an international NGO registered with the Federal Democratic Republic of Ethiopia, Charities and Societies Agency as Foreign Charity under registration certificate number 0739 to work in the fields of emergency relief and recovery operations to support the lives of refugees, returnees, internally displaced and victims of conflicts and natural disasters.

ZOA is seeking a competent and reliable consultancy firm to conduct final evaluation for the Project called "STRENGTHENING BUSINESSES TO GROW AND CREATE JOB OPPORTUNITIES FOR YOUTH, WOMEN AND PERSONS WITH DISABILITY IN THE SOMALI REGION, ETHIOPIA" The evaluation will be carried out in Awbare and Kebrebaya refugee camps and host communities.

The selected consultancy firm is expected to assess project contributions using DAC criteria, beneficiary livelihood and behavioral changes, protection and risk reduction outcomes, institutional performance, lessons learned, good practices, implementation challenges and recommendations for future programming.

• Bid will be floated from July 5, 2026, to July 15, 2026, up to 2:00 P.M. (afternoon).
• Late submission will be rejected.
• ZOA Ethiopia office reserves the right to reject any bid and to annul the bidding process partially or all bids at any time prior to contract award, without thereby incurring any liability to Bidders.
• Bid documents and BOQ can be obtained from the ZOA Country Office in Addis Ababa from July 6, 2026, to July 14, 2026, during working hours:
  Monaday to Thursday: 8:30AM-5:00PM Friday: 8:30AM-12:30PM
• Bid will be closed on July 15, 2026, at 2:00 PM (afternoon) and will be opened on the same date at 2:30 PM (afternoon) at ZOA country office, Addis Ababa.
