Subject: Request for Proposals (RFP) – Consultancy Services to Conduct an Endline Evaluation of the STEM Education for Empowerment Project (STEEP) in Ethiopia

Dear Prospective Consultant/Consulting Firm,

MINAB IT SOLUTIONS invites qualified and experienced consulting firms to submit technical and financial proposals to conduct an independent, evidence-based Endline Evaluation of the STEM Education for Empowerment Project (STEEP) in Ethiopia.

1. Background

The STEEP initiative is designed to increase the participation, performance, confidence, and future opportunities of adolescent girls in Science, Technology, Engineering, and Mathematics (STEM) education in selected secondary and preparatory schools in Addis Ababa. As the project approaches its completion, this evaluation is commissioned to assess the extent to which the project has achieved its intended outcomes, targets, and indicators as outlined in its Performance Measurement Framework (PMF).

2. Scope of Work

The selected consultant will be required to:

• Evaluate project performance utilizing the OECD-DAC evaluation criteria (relevance, effectiveness, efficiency, impact, and sustainability).
• Assess the reach and utilization of the FANOS Learning Management System (LMS) alongside school-based interventions.
• Conduct primary data collection (quantitative surveys, Key Informant Interviews, and Focus Group Discussions) in partner schools and selected comparison schools in Addis Ababa.
• Deliver key milestones including an Inception Report, Clean Datasets, a Draft Evaluation Report, and a final presentation during a stakeholder validation workshop.

3. Submission Requirements

Interested firms must submit their applications in two separate documents/PDF files:

1. Technical Proposal: Outlining the methodology, sampling strategy, work plan, firm profile, relevant past experiences, and detailed CVs of the proposed team.
2. Financial Proposal: Providing a detailed breakdown of professional fees, data collection costs, operational expenses, and all applicable taxes.

4. Evaluation and Selection Criteria

Proposals will be evaluated using a quality-and-cost-based selection process, with the Technical Proposal weighting 80% and the Financial Proposal weighting 20%. A minimum technical score of 65% is required to qualify for the financial evaluation stage.

5. Method of Application

Submission Deadline: No later than 25 July 2026 at 5:00 PM EAT. Late or incomplete submissions will not be considered for evaluation.
