Subject: Supply and Installation of Livestock Manure Biogas Digesters for Household Cooking

Dear Eligible Bidders,

The International Livestock Research Institute (ILRI) hereby invites sealed technical and financial quotations from qualified individuals, firms, or teams for the design, supply, installation, commissioning, and after-sales support of eleven (11) household biogas digesters using livestock manure for cooking in the Oromia/Sheger and Wolaita Zones, Ethiopia.

The selected supplier will be required to deliver complete, fully functional biogas systems including the digester, safe gas piping, pressure controls, water traps, modern efficient stoves, a bio-slurry composting pit, a biogas-powered chaff cutter (for the 12 m3 unit), comprehensive user training, and one year of after-sales service.

Summary of Requirements

• Client: International Livestock Research Institute (ILRI)
• Assignment: Supply, installation, commissioning, and training for household-scale livestock manure biogas digesters
• Quantity & Capacity: Ten (10) complete 8 m3 biogas digester systems (Wolaita Zone) and one (1) complete 12 m3 biogas digester system (Oromia/Sheger)
• Locations: Selected farms in Oromia, Sheger, and Wolaita Zone, Ethiopia (Final site list to be provided by ILRI)
• Bidder Eligibility: Individuals, firms, or teams with a qualified mason or technician holding a valid training certificate in the latest biogas model design, alongside a minimum of five (5) years of practical installation experience.
• Quotation Validity: At least 60 days from the submission date.

• Clarifications: Any questions regarding this ITB must be submitted in writing to ILRIEthiopiaProcurement@CGIAR.ORG no later than July 24, 2026. Answers will be shared with all registered parties.

Bids will be evaluated using a 70% technical and 30% financial scoring approach. Bidders must pass all mandatory criteria (including legal registration in Ethiopia, technician certification, and acceptance of the final 20% milestone payment after successful cooking demonstrations) to be considered for financial evaluation.
