On behalf of Expertise France, we are pleased to invite you to submit a tender for the provision of Monitoring and Evaluation Consultancy Services for Baseline Assessment and M&E Plan Development under the Inclusive Capital Market (ICM) project in Ethiopia.

Overview of the Assignment

• Project Title: Monitoring and Evaluation Consultancy Services for Baseline Assessment and M&E Plan Development
• Beneficiary: Expertise France
• Location: Addis Ababa, Ethiopia
• Implementation Period: August 25th, 2026 – December 7th, 2026 (Total estimated duration: 3 months)

Scope & Objectives

The main objective of this consultancy is to establish a strategic and analytical foundation to measure, manage, and learn from project results. The selected service provider will refine the project's theory of change and logical framework, set SMART indicators, and develop a robust baseline and monitoring & evaluation (M&E) framework across the three core program components:

1. Enabling Environment & Institutional Capacity
2. Enterprise Pipeline & Intermediary Development
3. Investor Activation & Market Infrastructure

Special emphasis is placed on mapping actors, assessing cross-cutting gender dynamics (specifically barriers for women- and youth-led SMEs and startups), and evaluating ESG practices in the Ethiopian capital market ecosystem.

Key Deliverables

• Inception Report: Detailed methodology, work plan, stakeholder list, and data collection tools (Due: Sept 15, 2026)
• Draft Baseline Report & Results Framework: Including institutional, enterprise, intermediary, and investor mapping, along with an updated logical framework (Due: Oct 27, 2026)
• Validation Session: Organizing and facilitating a workshop with key stakeholders to refine findings (Due: Nov 10, 2026)
• Final Baseline Report: Delivering the final report, datasets, M&E tools, and recommendations (Due: Nov 24, 2026)

Required Expertise

We are seeking a qualified consulting firm with a multidisciplinary team demonstrating:

• Advanced degrees in economics, social sciences, or business administration.
• At least 10 years of practical experience in M&E, private sector engagement, and access to finance.
• Proven track record of conducting at least 3 baseline studies using mixed-methods approaches.
• Expertise in capital markets, SME development, and women/youth economic empowerment.
• Strong writing and communication skills in English and Amharic.
