Wolaita Sodo University: Procurement of Building Construction

Submission of audited balance sheets and other financial statements as required in the BDSClause 17, for t h e past Five years (2020-2025) G.C. to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.

Bidder Certification of Compliance with attachments

For Local Contractor: The Peak annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past Five years (2020-2025) G.C must exceed ETB 540 million.

The submitted value shall be accepted only if it is verified with supporting evidence by external auditors and revenue agency. No evaluation points will be given without the original direct auditor’s report or authenticated auditor’s report document and evidence from revenue. 

- External Chartered Certified Audit Report. 

-Inland Revenue Declaration or Letters which indicates

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash- flow requirement ETB 30 million and above

-Letter of Credit, Loan or Overdraft Facilities Specific to this project from an accredited Bank. Or Bank statement for the past six months from the date of bid Invitation; (Bank statement shall show the specified amount when taking average of the maximum amount at a certain date in each month)

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

 Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

No conflict of interest as described in ITB Clause 6;

Nationality in accordance with ITB Clause 4.2.

Not having been debarred by decision of the public procurement Agency from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.3.

Compliance with Conditions of ITB Clause 4.4

Bidder has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Bidder has to provide in the Bidder Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 15.1;

Among the staff mentioned in Sub-Clause 2.1 Applicant must demonstrate that it will have the personnel for the key positions that meet the following requirements;

Bidder has to demonstrate in its Technical Proposal that it will have the personnel for the key positions that meet requirements. 

Bidder has to submit relevant professional practice certificates, if required in BDS Clause 4.5(b)(iv).

At least 3 (Three) staff currently work for the Applicant.

Bidder has failed to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period 

All pending litigation shall in total not represent more than 5 percent of the Bidder’s net worth and shall be treated as resolved against the Bidder. Bidder Should submit his supportive evidence. A consistent history of litigation or arbitration awards against the Applicant or any partner of a Joint Venture may result in disqualif

Bidder has failed to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed 

Five (5) years firm experience in Construction Sector as Contractor, Sub contractor and Joint Venture. 

General experience in Construction Sector as Contractor, Subcontractor and Joint Venture Minimum 5 years' experience,

For Local Contractor: - As a Contractor, Subcontractor and Joint Venture at least One Building construction Project within the last Ten (10) years (2015-2025) GC, with a value of at least ETB 600 million that have been successfully and substantially completed (75 % completed) or two similar building projects with value of each not less than ETB 300 million that have been successfully and substantially completed (75 % Completed). 

Supporting evidence letter for satisfactory performance from the employer, which clearly mention the project amount, commencement date, project duration, completion date, timely performance and quality performance are mandatory and must be attached. In addition, the bidder shall present contract agreement (form of agreement) and recent payment certificates.

Non-performance of a contract did not occur within the last 5 years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted. Bidder Should Submit his Supportive evidence.
