የጨረታ አሸናፊ አቅርቦቱን በመጫንና በማጓጓዝ ሄደት ላይ ለሚፈጠር ችግር ሃላፊነቱን ይወስዳል፡፡ ጨረታውን በሙሉም ሆነ በከፍል የመሰረዝ መብቱ የተጠበቀ ነው፡፡ -የጨረታ ዋስትና (CPO) በአካል ድሬዳዋ ዩኒቨርሲቲ ማቅረብ ይጠበቅባችኋል:: የጨረታ ዋስትና (CPO) በአካል ያላቀረበ ከውድድር ውጭ ይሆናል በተጨማሪም ከማህበራት ማደራጃ የሚቀርብ የጨረታ ማስከበሪያ ብር ያልተጠቀሰ ተቀባይነት የለውም፡፡ የጨረታ መክፈቻ ቁልፍ ጨረታ ከመከፈቱ በፊት ሲስተም ላይ አታች ያላደረገ ተቀባይነት የለውም፡፡ Each bidder must submit their private encryption key issued through the electronic system for the purpose of bid opening, one hour before the scheduled opening time and date.
