1. Context and Objective

Expertise France Ethiopia Office invites qualified and eligible suppliers to submit bids for a multi-supplier framework agreement for the supply of recurring office supplies, stationery, printer consumables, and electrical accessories. The objective is to establish reliable, compliant, and timely supply arrangements with up to two ranked suppliers per lot under a 12-month framework agreement executed through purchase orders.

2. Scope of Supply (Divided into 3 Lots)

Bidders may submit offers for one or more of the following lots:

• Lot 1: Office Consumables & Refreshments (Drinking water 20L jars, bottled water, powder coffee, tea bags, sugar, milk powder, tissues).
• Lot 2: General Stationery & Paper Products (A4/A3 copy paper, pens, markers, files, folders, notebooks, staplers, tape, etc.).
• Lot 3: Printer Consumables & Electrical Accessories (Power extensions/socket dividers, heavy-duty extension cables, printer ink/toner cartridges for Epson L3060 and L3150).

3. Key Terms & Requirements

• Delivery Location: Expertise France Ethiopia Office, Cactus Plaza, 7th Floor, Bole, Addis Ababa, Ethiopia.
• Framework Term: 12 months from the date of award.
• Lead Times: Order acknowledgment within 1 business day; standard delivery within 5 business days from purchase order issuance.
• Pricing: Fixed tendered unit prices inclusive of packing, transport, unloading, and delivery to the designated office.
• Product Standards: All items must be new, unused, genuine, safe, and fit for purpose; food/refreshment items must have a minimum of 6 months remaining shelf life upon delivery.

4. Submission Guidelines

• Bidders must complete the technical response workbook for each offered lot and confirm line-by-line compliance.
• Bidders must clearly state brands, manufacturers, and precise references for proposed items where applicable.
• Note: Quantities provided in the tender documentation are annual evaluation estimates used solely for tender comparison and do not constitute minimum order commitments.
