The Oromia Bureau of Agriculture invites sealed bids from eligible contractors (GC-5 & BC-4 license and above) for the construction of 11 projects, consisting of 6 Primary Market Centers and 5 Road Side Market Shade Works, divided into 8 lots.

1. The Federal Democratic Republic of Ethiopia has received a financing from the International Fund for Agricultural Development (IFAD) and European Union - the financing of which is being administered by IFAD and intends to apply a part of the proceeds to the financing of this procurement. The use of any IFAD-EU financing shall be subject to IFAD's-EU approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD-EU and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Market Infrastructures Construction

2. The Site: The project site location is as described in table below:

3. This IFB follows the Notice that appeared on the IFAD website on 15 August, 2026, and the newspaper on 14 August, 2026.

4. The employer now invites sealed bids from eligible entities (bidders) with GC-5 & BC-4 Construction license and above Contractors for the execution and completion of Eleven (1) construction projects (6 Primary market Centre and 5 Road Side Market Shade Works) all in eight lots, which are being bid as a unit price contract based on the bill of quantities.' The name and description of Eight (8) lot containing Six Primary Market Shade and Five Road Side Market Shade construction.

Lot- 8 Including two projects:

1. Delo Mena Road Side Market Shade
2. Haro Dumal Road Side Market Shade

5. This IFB is open to all eligible bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may associate with other bidders to enhance their capacity to successfully carry out the works.

6.  A contractor will be selected using the national competitive bidding (NCB) method in accordance with the IFAD Procurement Handbook accessible at www.ifad.org/project-procurement The NCB process will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

7. Please note that a pre-bid conference will be held on the day described on the bid data sheet

8. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of 3,000 (Three Thousand) Birr.

9. The deadline for submission of bids delivered to the address and in the manner specified in the BDS ITB 22.1 is on 17 September 2026, close at 10:00 am and open on the same date at 10:30 am.

10 Bidders should be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security in the manner and amount listed in the table below form of cash payment order (CPO) or Bank Guaranty
