The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash flow requirements, estimated as 57,000,000.00( fifty seven Million ETB) net of the applicant’s commitments for other contracts in the form of unconditional lines of credit, addressed the employer, and stating title and procurement reference No of this procured project. N.B. the word Unconditional is mandatory in the subject and in content of the letter.

The Peak Annual turnover minimum of ETB 367,158,138 (peak of the past 5 years) calculated as the total certified payments received in progress or completed within the last 5 years.

 Letter from Revenue Authority must be attached (mandatory). The public body will verify the legitimacy of the letter by communicating the tax authority officially or using any other means.

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past five years to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.

 In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

 Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

 Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

Bidder does have nationality in accordance with ITB Clause 4.2.

Bidder is found to have a conflict of interest as described in ITB Clause 6;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

Qualification and experience of Project Manager: BSc degree or above in project management, computer science, Electrical & Comp Eng, Information Technology and similar fields At least 3 implementations of similar and complex projects on a large scale in a context similar to the project                                                                                                         

NB: Attach relevant certification of the project manager (certifications, CVs and credentials)

Qualification and experience of experts: BSc degree or above in computer science, Electrical & Comp Eng, Information Technology and similar fields Highly skilled and experienced in VDI , Data Center , WLAN, other implementation & Relevant certifications on HCIA, HCIP, HCSA, HIRA,CDCP, CCNP and related At least 2 implementations of similar and completed projects of a large scale in a context similar to this project At least 6 years of Relevant experience in designing and implementing similar solution                                                 NB: Attach relevant certification of the technical experts (certifications, CVs and credentials)

Bidder has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Tender specific manufacturer authorization form (MAF). MAF and collaboration shall be subjected to confirmation by the manufacturer(NB: Confirmation need to be after 09 / 2025)

After-sales warranty: the main equipment’s manufacturer should have local office in Ethiopia in order to achieve high quality after sales service.(NB: The proof (register) for manufacturer’s local office for service should be provided.)

The main hardware components(86’’ Display, Visulaizer, Tracker Cameras, Podium, Audio systems Mixer, Amplifiers, Speakers and Microphones systems must(Mandatory) be preferable from the same manufacturer to make sure that smart class systems are interoperable and compatible.

Post deployment executions:

  3-years warranty (replace and repair) after acceptance ·   

   5-years technical support after acceptance

Mandatory physical site inspection audit tracking. Original Site Survey Letter offered by the university must be attached to the technical document

• Bidders are expected to carefully see and submit the technically admissibility criteria on the bidding document
• As the project is on the turnkey basis, partial offer will be automatically rejected. ·      
• The winner will be determined according the grand total of price but only if the provider meets the minimum technical requirements. ·      
• Consider as a set (including all minimum requirements for the solution). Any missed item for the solution is the responsibility of the winner. ·      
• The winner is expected to conduct the installation as per the request of the university. (The winner is responsible to install all the listed items as per the request of the University) ·     
•  Bidders should conduct site survey to provide appropriate solution and should get final approval from AKU ICT. The site survey (mandatory) will be conducted at the University as per the request of the University ICT Directorate. ·      
• The on-factory training should be conducted ahead of material delivery to the university ·      
• The Company must be assigned a double-cap car under the project to ensure and provide efficient service to the project implementation. The cabin needs to give service to the ICT Staff. ·      
• Failed to submit renewed trade license, business registration certificate, VAT, TIN and tax clearance certificate will lead to rejection; ·     
• If a bidder fails to meet any Mandatory Criteria, they shall not proceed to the financial evaluation stage. · 
•  Clearly state that management and advanced technical training shall be conducted at the OEM factory or authorized training center, where applicable and include , date, certification type, Professional exam Voucher
• Ensure any replacement staff possess equal or higher qualifications, subject to ICT Directorate approval

Non-performance of a contract did not occur within the last five years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

General experience of at least 2(Two) years' experience,

For Local bidders:- As a Contractor, Sub contractor and Joint Venture One similar Project within the last Ten (10) years (2009-2018) EC or (2017-2026) G.C, with one similar contract project a value of ETB 392,655,230 ,with two similar contracts project 196.327,615 or three similar contracts a value of at least ETB 130,885,077 that have been successfully and substantially completed (70% completed).

Supporting evidence letter for satisfactory performance from the employer which clearly mention the project amount, commencement date, project duration, completion date, timely performance and quality Performance are mandatory and must be attached. All documents attached must be authenticated.

In addition, the bidder must present contract agreement (form of agreement) and recent payment certificates.
