Wollo University : Procurement of Building Construction

The annual turnover calculated as total certified payments received for contracts in progress or completed in the last 5 years must exceed ETB 165  Million for Local Contractors (pick of the past 5 years), ETB 327 Million for Joint Venture of Local and Foreign Contractors (average within the past 5 years) and ETB 544,000,000 for Foreign Contractors (Average within the past 5 years) 

Note: “A letter stating the amount of Construction income of the bidder for the last consecutive five years, written/provided from a Tax Authority, shall be attached”

The public body will verify the legitimacy of the letter by communicating the tax authority officially or using any other means.

Submission of balance sheets audited by a Chartered Certified Auditor and other financial statements as required in the BDS Clause 17, for the last five/5/ years to demonstrate the current soundness of the Bidder's financial position and its prospective long term profitability. The audited report must be original or authenticated copy. Bidders must attach legal documents of the Chartered Certified Auditor. The Audited report must be submitted separately.

A Bidder must demonstrate access to, or availability of, financial resources equivalent to ETB 25 Million such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments.

Note:

Ø A letter to be written from financial institutions for line of credit must address the employer, Wollo University

Title and procurement reference No of this procured project shall be mentioned in the body of the credit letter

Having been registered in the Public Procurement and Property Administration Agency's Suppliers List in accordance with ITB Clause 4.7.

Not having been debarred by decision of the Public Procurement Agency from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.3.

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6.

Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6.

No conflict of interest as described in ITB Clause 6.

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6.

Compliance with conditions of ITB Clause 4.4.

Nationality in accordance with ITB Clause 4.2.

Among the staff mentioned in Sub-Clause 2.1 Bidder  must demonstrate that  it will have the personnel for the key positions that meet the following requirements; (Please see Qualifications and competence of the key professional staff engaged in the works under Point Rate Technical Evaluation)

At least 10 [insert required number] staff currently works for the Bidder.

All pending litigation shall in total not represent more than 10 percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

The Bidder must demonstrate that it will have available for the implementation of the contract the following equipment listed here after in SCC:

Non-performance of a contract did not occur within the last 5  years  prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted.

A minimum of Two/2/ year (for Local Contractors) and 5 Years for Foreign or Joint Venture Contractors). General Experience in the Construction Industry.

A. For Local Construction Companies:

The Bidder has successful Participation as prime local contractor, management contractor, partner in a joint venture, or subcontractor; in at least One Relevant Building within the last 10 years with a value of at least ETB 280 Million that have been successfully completed and that are similar to the proposed Works.. OR:

The Bidder has successful Participation as prime local contractor, management contractor, partner in a joint venture, or subcontractor; in at least Two Buildings within the last 10 years each with a value of at least ETB 140 Million that have been successfully completed and that are similar to the proposed Works. 

B. For Foreign Construction Companies:

The Bidder has successfully Participated as prime local contractor, management contractor, partner in a joint venture, or subcontractor; in at least Two Building project contracts within the last 10 years each with a value of at least ETB 145 Million that have been successfully or substantially completed (80%) and that are similar to the proposed Works

Bidders must submit successful or substantial completion testimonials and certificates from the project employers stating the duration, cost & the above stated criteria of the project.

Note: a bidder as a single entity or joint venture can’t participate in this bid if it is engaged in any project of Wollo University whose progress is less than seventy percent (70%) , and a contractor with over 70% progress but poor performance and failure to complete within the schedule timeframe, and a contractor who wins a tender but refuses to sign or take the contract can’t participate.

• The bidder should attach the Contractual performance certificate written from the business owner of the institution.
