1.የግዥ ፈፃሚው አካል ስም የመከላከያ ጤና ዋና መምሪያ(Defence Health Main Department) ነው፡፡ ዋና መምሪያው ጨረታውን በከፊል ወይም ሙሉ ለሙሉ የመሠረዝ መብቱ የተጠበቀ ነው፡፡ 2.ለህክምና አገልግሎት የሚውሉ የተለያዩ አልባሳቶችንና ኤርጌንዶ ጫማዎችን ግዥ ዋጋ ስትሞሉ በስፔስፊኬሽኑ መሠረት ጥራታቸውን የጠበቁ መሆን ይኖርባቸዋል፡፡ 3.በቀረበው ስፔስፊኬሽን መሠረት ከጨረታው መክፈቻ ቀን በፊት ባለው 1 ቀን ናሙና እና ኦርጅናሉ ሲፒኦ ጎፋ ካምፕ ከሚገኘው የጤና ዋና መምሪያው ግ/ቤት መቅረብ ይኖርበታል፡፡
