Qualification Requirements

• Debarred by a decision Bidder has been debarred by a decision of the Public Procurement and Property Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.4. Reference: Bid Submission Sheet
• Submission of Description of the organization of the warranty offered Bidder has failed to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 25 Reference: 37.4 (d) (ii)
• Submission of Descriptive technical literature Bidder has to submit Descriptive technical literature in accordance with ITB Clause 17 Reference: 37.4 (d) (i) & 17
• Submission of Financial Statements Average annual turnover: The average annual turnover for the last two (2) recent consecutive business Years must exceed or equal to 30,000,000.00 Birr i.e. [(year one +year two) divided by 2]. Reference: 15.2(a)
• Certificates of satisfactory execution of contract The Bidder has to submit successfully completed Certificate of Satisfactory execution of contracts with a budget of at least 30,000,000.00 ETB for the lot as specified in the BDS 16.3 that of this contract in the past three years Reference: 35.4

• Average annual turnover The average annual turnover for the period specified in Section 3, Evaluation Methodology and Criteria does not exceed the amount of the financial proposal of the Bid in value specified in the BDS.  Reference: 37.5 (c).
• Submission of Certificates of satisfactory execution of contracts Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS 16.3 Reference: 37.4 (c)
• Submission of Descriptive technical literature Bidder has to submit Descriptive technical literature in accordance with ITB Clause 17 Reference: 37.4 (d) (i) & 17
• Professional qualification and capability Bidder has to provide in the Bidder Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 14.1 Reference: 37.3 (b)
• Number of staff At least 5 staffs currently work for the bidder; of this at least 2 staffs shall be senior experts Reference: 37.3 (a)

Technical Details 

 Bidder has to complete its Technical Specification + Technical Offer+ Compliance Sheet Form in accordance with technical specification presented as per template in Section 6, Statement of Requirements and to submit the following mandatory attachments:

(i)        Bidder has to submit Descriptive technical literature in accordance with ITB Clause 17;(ii)      Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 25;(iii)    Bidder hasto submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6.Bidder has to submit Description of a separate statement of the total life-cycle costs associated with the goods according to ITB 12.12 ; Reference: 35.4

VAT registration certificate 

 Domestic Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in Bid Data Sheet Clause 4.6(b)(ii), in accordance with ITB Clause 4. 6(b)(ii);

Valid Tax Clearance Certificate 

  Domestic Bidder has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITB Clause 4.6(b)(iii);

Valid Business license 

Bidder has to submit valid business license indicating the stream of business in which the bidder is engaged, in accordance with ITB Clause 4.6(b) (i);

Disclosure Form 

  If the Consultant participating in a Public procurement whether individually or as part of a partnership, consortium, or joint venture to disclose at least one of the following,

1)     Directly or indirectly holding 10% or more of the shares.2)     Directly or indirectly holding 10% or more of the Voting Rights or3)     Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or4)     Whether a person directly or indirectly exercises significant influence or control over the Company (tendered)  Reference: 35.2
