Qualification Requirements

• Consultant Certification of Compliance Form the Team Skill /Personnel for the key positions/ The proposed team must include key experts with:1) Team Leader/Project Manager:3+ years of experience managing complex IT projects.2) SPMS/Business Process Expert:Master's degree in Business Administration, Public Administration, or related field; 5+ years of experience in performance management system design.3) Lead Software Developer: Bachelor's degree in Computer Science or related field; 5+ years of experience in full-stack development.4) Back end Developer:Bachelor degree in Computer Science or related field and experience in software developmentReference: ITB 37.3(c)
  1. Consultant has to provide in the Consultant Certification of Compliance Form the Team Skill Matrix identifying the skills that are relevant to the role in the contract team and are required for successful execution of the contract; 
  2. Among the staff mentioned in Sub-Clause 2.1 Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements;
• Major relevant contracts successfully completedThe bidding firm/consortium must demonstrate the following minimum qualifications:• Legally registered to operate in Ethiopia or has a proven partnership with a local entity.• A minimum of 3 years of proven experience in designing and implementing performance management or similar enterprise systems.A minimum of 1 successfully completed projects of similar scope and complexity for public sector or large private organizations in Ethiopia or the region, supported by client testimonials/letters.Reference: ITB 37.4(b)
  • Consultant has to provide in the Consultant Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS;

  • At least 4 staff currently work for the Bidder.
  • Consultant has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Documents proofing its financial standing

Consultant has to submit other documents proofing its financial standing, as required in the BDS Clause 15.2(b);

Audit Report Document

 Consultant has to submit financial statements certified by an independent auditor as required in ITC Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria;

Conflict of interest

Consultant is found to have a conflict of interest as described in ITC Clause 5;

VAT registration certificate

  Domestic Consultant has to submit VAT registration certificate issued by the tax authority in accordance with ITC Clause 4. 5(b)(ii);

Valid business license

Consultant has to submit valid business license indicating the stream of business in which the Consultant is engaged, in accordance with ITC Clause 4.5(b) (i);

Domestic Consultant has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITC Clause 4.5(b) (iii);
