ኮሚሽኑ ጨረታውን ሙሉ ለሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡ አሸናፊ የሆነው አቅራቢ ድርጅት የምግብ መስተንግዶን የሚያቀርበው በትግራይ ክልል በሚቋቋሙ ጊዜያዊ የዲሞቢላይዜሽን ካምፕ የምግብ መስተንግዶውን የማቅረብ ግዴታ አለበት፡፡ አሸናፊ የሆነው አቅራቢ ድርጅት የሚያቀርበው ሳምንታዊ የምግብ ዝርዝር ፕሮግራም እና አቅራቢው ሊያደርጉ የሚገባው እና የማይገባው ሁኔታዎች በጨረታው ሰነድ Specific Requirement በተቀመጠው መሰረት የማድረግ ግዴታ አለበት፡፡ የጨረታ ማስከበሪያ ጨረታው ከመከፈቱ በፊት በአካል ለኮሚሽኑ ግዥና ፋይናንስ ስራ አሰፈፃሚ ቢሮ ማቅረብ አለባቸው፡፡
