ተቋሙ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡ ተጫራቾች ሲፒዮ፣ ያለ ምንም ቅድመ ሁኔታ (unconditional/ የባንክ ጋራንት እና ሳምፕል በአካል ማምጣት አለባቸው ፡፡ አሸናፊ ተጫራቾች የህትመት ስራዎቹን የሚሰሩት ከተቋሙ ትእዛዝ ሲሰጣቸው ሲሆን ውል የሚገቡት እስከ ሰኔ 30/2019 ዓ.ም ድረስ የሆናል፡፡ አሸናፊ ተጫራቾች ያሸነፉባቸውን ዕቃዎች እስከ ተቋማችን ንብረት ክፍል ድረስ ገቢ ማድረግ አለባቸው፡፡
