Qualification Requirements

• Nationality Nationality in accordance with ITB Clause 4.2. Reference: ITB 4.2
• Debarred by decision of the FPPA The bidder must not be debarred by decision of the Public Procurement Agency from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.4. Reference: ITB 4.4
• Descriptive technical literature The bidder has to submit descriptive technical literature in accordance with ITB Clause 17 (if required in BDS); Reference: ITB 23.2(c)(i)
• Description of the organization of the warranty The bidder has to submit a description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23; Reference: ITB 23.2(c)(ii)
• Certificates of satisfactory execution of contracts Bidder must submit at least two (2) Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the course of the past two (2) years with a budget of at least One hundred million (100000000). Reference: ITB 23.2(b)(iii)
• Conflict of Interest No conflict of interest as described in ITB Clause 4.3 Reference: ITB 4
• Manufacturer Authorization Letter The bidder has to submit a Manufacturer Authorization Letter in accordance with ITB Clause 5.6 Reference: ITB 23.2(c)(iii)
• Joint Venture Agreement A legally constituted joint venture agreement and authenticated by legal authority Reference: ITB 19.1
• Personnel for key position One General Manager,One senior sales expert and Two IT expert Reference: ITB 14
• Financial Audit Report As a proof of the bidder's financial standing Independent audit report need to be furnished: Audited Financial statement by independent Auditor for the last 02 (two) years (2025 and 2026) Reference: ITB 15.2(b)
• Bidder Certification of Compliance Form Bidder must provide in the Bidder Certification of Compliance Form information related to its professional qualification and capability for the current and 2 previous years in order to proof its professional capacity. Reference: ITB 14.1
• Average annual turnover The average annual turnover for the last business Two years of the Bidder at least equal to the amount of the financial proposal of the Bid.  Reference: ITB 37.5(c)
• Valid business license , VAT & etc. of Auditors legal document Legal Auditor document such as Business license, VAT registration & etc. Reference: ITB 15.2(b)
