Qualification Requirements

• major relevant contracts successfully completed Bidder has failed to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed  Reference: ITB 37.4 (a)
• Financial Resources  The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement. Reference: ITB 37.5 (a)
• Bidder Certification of Compliance Form Bidder has failed to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period  Reference: ITB 37.4(c)
• General experience The bidder must have successfully executed three (3) contracts in the last three (3) years (2023 to 2026 G.C.). with minimum amount of 50 million ETB and above and must be completed 100% and functional. Reference: ITB 37.4
• History of non-performing contracts Non-performance of a contract did not occur within the last 5 [insert required number of years] years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted. Reference: ITB 37.4(d)
• Pending litigation All pending litigation shall in total not represent more than [insert required percent] 20 percent of the Bidder’s net worth and shall be treated as resolved against the Bidder. Reference: ITB 37.4(e)
• Historical Financial Performance Minimum average annual construction turnover of 50 million birr calculated as total certified payments received for contracts in progress and/or completed within the last Three years (from 2023 to 2026 G.C), divided by Three years. Reference: ITB 37.5 (b)

• Annual Turnover The bidder must demonstrate that it can obtain sufficient assets, unencumbered assets, loans, and other means of financing to meet the following flow requirements 20 Million ETB other than the contract's down payment   Reference: ITB37.5(d)

Specific Experiance The bidder shall have successfully completed, within the last three (3) years (2023–2026 G.C.), either:- At least two (2) contracts, each with a minimum value of ETB 30 million; or- One (1) contract with a minimum value of ETB 60 million.The completed contract(s) must be 100% completed, operational/functional, and of similar nature, scope, and complexity to the current procurement.Similar contracts may include, but are not limited to:- Solar-powered irrigationnfrastructure systems;- Nursery infrastructure;- Vermicompost shades/facilities; and- Other infrastructure works of similar nature, scope, and complexity.The bidder shall provide evidence of successful completion and functionality, such as completion certificates, taking-over/acceptance certificates, or other documentary evidence acceptable to the Procuring Entity.

valid business license 

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

valid tax clearance certificate 

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

JV agreement 

 In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.

CVs of the Professional staffs 

Bidder has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).
