Qualification Requirements

• valid business license Bidder has to submit valid business license indicating the stream of business in which the bidder is engaged in accordance with ITB Clause 4.6(b)(i); Reference: ITB 35.2
• Debarment Bidder has not been debarred by a decision of the Public Procurement and Property Authority from participating in public procurements for breach of its obligation  Reference: ITB 35.2
• valid excise tax registration certificate For procurements of goods and services subject to excise tax, to submit a valid excise tax registration certificate;  Reference: ITB 35.2
• VAT registration certificate Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.6(b)(ii) Reference: ITB 35.2
• Technical Specification + Technical Offer+ Compliance Sheet Bidder has failed to complete its Technical Specification + Technical Offer+ Compliance Sheet Form in accordance with technical specification presented as per template in Section 6, Statement of Requirements . Reference: ITB 35.4
• valid tax clearance certificate Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.6(b)(iii);  Reference: ITB 35.2
• conflict of interest Bidder is found to have a conflict of interest as described in ITB Sub-Clause 4.3  Reference: ITB 35.2
• supplier list Bidder has to register itself in the electronic government procurement system as suppliers list (mandatory for all bidders ) in accordance with ITB Clause 4.7 Reference: ITB 35.2

 በጨረታው የሚሳተፉ ተጫራቾች የሚወዳደሩበት አቅርቦት በዘርፉ የንግድ ስራ ፈቃድ ማቅረብ የሚጠበቅባቸው ሲሆን በተጠቀሱት እቃዎች ላይ ጥራታቸው የጎደሉ ምርቶች በመኖራቸው ተጫራቾች ትክክለኛ ኦሪጅናል ምርቶች ማቅረብ የሚጠበቅባቸው ሲሆን ኦርጅናል ምርት ካልሆነ ተጫራቹ በራሱ ወጪ ተመላሽ በማድረግ ኦሪጅናል እቃ እንደሚያቀርብ ከወዲሁ ማወቅ ይጠበቅበታል፡፡  ተጫራቾች በጨረታው ሰነዱ ላይ በተገለጸው መሰረት ለእያንዳንዱ አቅርቦት አንድ ናሙና (sample) ማቅረብ የሚጠበቅባቸው ሲሆን ያቀረቡት ናሙና መ/ቤቱ በሚመድበው ኮሚቴ ተገምግሞ ተቀባይነት ሲያገኝና ለአቅርቦቱ ዝቅተኛ ዋጋ ያሰጠ ተጫራች አሸናፊ ይሆናል፤  የጽሕፈት መሳሪያዎች ዝርዘር ዕቃዎች የጨረታው አሸናፊ የማጓጓዣና ተያያዥ ወጪዎችን ሸፍኖ ገቢዎች ሚ/ር ድሬዳዋ ቅርንጫፍ ጽ/ቤት ቅጥር ግቢ ድረስ ማምጣት የሚጠበቅበት ሲሆን ተጫራቾች ይህን ከግምት ውስጥ በማስገባት እንዲወዳደሩ ይጠበቃል፡፡ የጨረታው አሸናፊ መ/ቤቱ በሚመድበው ሰራተኛ ስለትክክለኛነታቸው አስመርምሮ ያስረክባል፡፡ የፈሰሰ፣ የተጨማደደ፣ የጎደለ፣ ወይም ከመስፈርት (specification) ውጪ የሆኑ እቃዎች አቅራቢው በራሱ ወጪ ይመልሳል፡፡ ከዚህም በላይ በመጫን እና በማጓጓዝ ሂደት ለሚፈጠረው በእቃው ላይ ለሚደርሰው ጉዳት አቅራቢው ኃላፊነቱን ይወስዳል፡፡  መ/ቤቱ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ በሕግ የተጠበቀ ነው፤
