ግዥው ለተለያዩ ተሽከርካሪዎች አገልግሎት የሚውሉ ዕቃዎች ግዥ ሲሆን ተጫራቾች በቀረበው ዝርዝር የዕቃው መግለጫ እና የመገምገሚያ መስፈርት መሠረት ዕቃዎቹን ማቅረብ ግዴታ ነው፤ እንዲሁም ዋጋ የሚሞሉበትን የዕቃ ዓይነት ናሙና ማቅረብ ግዴታ ነው፤ ናሙና ያላቀረበ ተወዳዳሪ ወደሚቀጥለው ግምገማ አያልፈም፡፡ በተጨማሪም ተጫራቾች የጨረታ ማስከበሪያ በመክፈቻው ቀን በአካል ማቅረብ አለባቸው፤ ኮሚሽኑ የተሻለ ዘዴ ካገኘ ግዥውን/ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው፡፡
