REQUEST FOR QUOTATION (RFQ)

Supply of Wheat Flour (Restricted to Debre Birhan Town Suppliers)

1. Background

Jerusalem Children and Community Development Organization (JeCCDO), with funding from the German Federal Foreign Office (GFFO) through Kindernothilfe (KNH), invites qualified and eligible suppliers based in Debre Birhan City only to submit quotations for the supply of wheat flour for its targets of the Integrated Humanitarian Assistance Project supporting IDPs in Debre Birhan City.

Hence, as part of this effort, the organization requires the procurement of wheat flour from reliable suppliers with proven local capacity.

2. Scope of Supply

Item: Wheat Flour (food-grade Grade 1 or Special, meeting Ethiopian quality standards)
Quantity: 450 Kuntal, Packaging: 50 Kg with clear label of the product
Delivery Location: Debre Birhan IDP camps
Delivery Timeline: within three days after a formal delivery request of the organization

3. Eligibility and Qualification Criteria

To ensure fairness, transparency, value for money, & local market support, bidders must meet the following:

a. Mandatory Requirements

•  Valid and renewed business/trade license for the current year
• Valid TIN and VAT registration certificates
• Registered & physically operating within Debre Birhan Town (proof required: business address, lease agreement)
• Ability to issue official VAT invoices
• Willingness for a physical visit of storage or production sites to check compliance with the requirements

b. Technical Capacity

• Demonstrated experience in supplying wheat flour or similar food commodities
• Submission of at least two (2) references from NGOs, government, or private sector clients within the last 3 years
• Adequate storage, handling, and transportation capacity to maintain quality standards

4. Required Documentation

Bidders must submit:

• Company profile (including years of operation and relevant experience)
• Copies of legal documents (License, TIN, VAT)
• Evidence of past performance (contracts, POs, recommendation letters)
• Financial quotation (signed, stamped, & dated)
• Delivery schedule and logistical plan

5. Evaluation Methodology

A combined technical and financial evaluation will be applied:

A. Preliminary Examination (Pass/Fail)

• Completeness of documentation
• Compliance with eligibility criteria
• Validity of legal documents

B. Technical Evaluation (70%)

• Relevant experience in similar supply (20%)
• Proven delivery capacity and logistics (20%)
• Local presence and operational readiness in Debre Birhan (20%)
•  Past performance and references (10%)

C. Financial Evaluation (30%)

• Price competitiveness
• Cost realism and completeness

6. Award Decision:

• The contract will be awarded to the most economically advantageous offer, considering both technical quality & price.

Late submissions will be rejected.
