ተጫራቾች የህትመት ዉጤቶችን በራሳቸዉ ለማተም የሚያስችል የተሟላ የህትመት ማሽን ስለመኖሩ ማረጋገጫ ማቅረብ /ማያያዝ መቻል አለባቸዉ:: ህትመት ቤት ዉስጥ የተሟላ ማሽን ስለመኖሩ በተቋሙ የተቋቋመ ኮሚቴ አባል ምልከታ ይደረጋል፡፡ በጨረታዉ የሚሳተፉ ተጫራቾች ህትመት በታቸዉ /ድርጅታቸዉ በቦንጋ መሆን አለበት፡፡  ዩኒቨርሲቲው የተሻለ አማራጭ ካገኘ ጨረታዉን በሙሉም ሆነ በከፈል የመሰረዝ መብቱ የተጠበቀ ነው፡፡  ተጫራቾች ጨረታዉ ከመከፈቱ አስቀድሞ የጨረታ ማስከበርያ CPO እስከ ቦንጋ ዩኒቨርሲቲ በአካል ማቅረብ አለበት::
