INVITATION FOR BIDS IFB

1. Project Name

The SWEPRS Water, Mines and Energy Bureau, through the UNICEF-supported Programme, invites sealed bids from eligible and qualified contractors for the drilling, construction, development, and testing of Two (2) Deep Groundwater Boreholes (BH4 and BH5) in Tarcha Town, Dawuro Zone.

The project information and minimum contractor qualification requirements are indicated below:

 2. Eligibility Requirements

The bid is open to all eligible National Competitive Bidders who meet the following minimum requirements:

A valid and renewed business license valid through December 30, 2019 E.C.;

• Valid Trade Registration Certificate;
• Valid Tax Identification Number (TIN);
• Valid VAT Registration Certificate;
• Valid tax clearance certificate;
• Appropriate professional and contractor registration and licenses;
• A valid 2019 E.C. contractor license and qualification for Water Well Drilling and Construction Works (WWDC), Grade 2 or above; and
• Demonstrated experience in similar deep groundwater borehole drilling, construction, development, and pumping test works.

3. Purchase of Bidding Documents

Interested eligible bidders may obtain the bidding documents by submitting a written application together with copies of their renewed licenses and other necessary eligibility documents.

The bidding documents may be purchased upon payment of a non-refundable fee of ETB 1,000 (One Thousand Ethiopian Birr).

The documents can be collected from: Procurement Administration Directorate, SWEPRS Water, Mine and Energy Bureau, Bonga, Ethiopia.-

4. Bid Security and Submission Requirements

• Bids must be accompanied by a Bid Security of ETB 900,000.00 (Nine Hundred Thousand Birr) in the form of an unconditional Bank Guarantee or CPO.

The Bid Security shall remain valid for a total period of 120 days from the bid submission deadline.

Bids must be submitted no later than 2:00 P.M. on the 21st business day from the first date of publication of this Invitation for Bids in a national newspaper.

If the 21st business day falls on a non-working day, the bid submission, closing, and opening date shall be postponed to the next working day.

Bidders shall submit one original and two copies of both the Technical and Financial Bids. The Technical and Financial Bids shall be sealed and submitted in separate envelopes in accordance with the requirements of the bidding document.

Electronic submission of bids shall not be permitted.

5. Bid Validity Period

The Bid shall remain valid for a period of 90 days from the bid submission deadline.

6. Bid Opening

Bids will be publicly opened at 2:30 P.M. on the bid submission deadline date at the address indicated below, in the presence of bidders or their legally authorized representatives who choose to attend.

7. Right of the Bureau

The Water, Mines and Energy Bureau reserves the right to accept or reject any or all bids, in whole or in part, without thereby incurring any liability to bidders.
