Qualification Requirements

• Valid tax clearance certificate for Domestic Bidders /agents Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders /agents Only) in accordance with ITB Clause 4.6(b)(iii) Reference: 4.6(b)(iii)
• Completion of Technical Specification + Technical Offer Bidder has to complete its Technical Specification + Technical Offer+ Compliance Sheet Form in accordance with technical specification presented as per template in Section 6, Statement of Requirements and submit the following mandatory attachments Reference: 37.4 (d).
• Submission of Manufacturer Authorization Letter Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6 Reference: 5.6 & 37.4 (d) (iii)
• Submission of Descriptive technical catalogue Bidder has to submit Descriptive technical catalogue in accordance with ITB Clause 17 Reference: 17 & 37.4 (d)(i)
• Submission of Certificates of satisfactory execution of contracts Bidders are strictly required to submit of two (2) testimonials for the supplied water meters from end-users with their complete addresses for the last ten years. Testimonials shall be for the models the bidder is offering for this tender and they should state the model, type and quantity of the water meters purchased by the end user.    Reference: 37.4 (c).
• Major relevant contracts successfully completed Bidder has to provide in the Bidder Certification of Compliance Form information about two major relevant contracts successfully completed in the number and period specified in the BDS Reference: 37.4 (b).
• Debarred by a decision of the Public Procurement and Property Authority Bidder has been debarred by a decision of the Public Procurement and Property Administration Agency from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.4. Reference: 4.4
• Origin of the Goods and Related Services offered Bidder has to provide in the Bid Submission Sheet Form the Statement attesting the origin of the Goods and Related Services offered Reference: 37.4 (a).
• Nationality Nationality in accordance with ITB Clause 4.2. Reference: ITB Clause 4.2
• Form Data on Joint Ventures In the case of a bid submitted by a joint venture (JV), the Bidder has failed to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITB Clause 4.1 Reference: 4.1

• Conflict of Interest No conflict of interest as described in ITB Clause 6. Reference: 4.3
• Submission of Financial Statements Bidder has to submit financial statements certified by an independent auditor as required in ITB Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria Reference: 15.2 (a)
• VAT registration certificate for Domestic Bidders/agents/ Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4. 6(b)(ii) Reference: 4.6(b)(ii)

The suppler shall be delivering the requested items as per their technical offer and the Authority receives the items with physical and technical inspection. -The Authority reserves the right to accept or reject the bid partially or wholly. - The Supplier shall be submit the original bank guarantee /CPO of bid security physically at or before bid opening time. -The supplier shall be deliver the requested items up to AAWSA warehouse.
