Terms and Conditions

ማሣሰቢያ ፦ የሚቀርቡት ዕቃዎች ጥራታቸውንና መጠናቸውን በጠበቀ መልኩ ዩኒቨርሲቲው ባዘጋጀው ዝርዝር መግለጫ (Specification) መሠረት መሆን አለበት። አሸናፊው ድርጅት ያሸነፈበትን ዕቃ በጂንካ ዩኒቨርሲቲ ዋና ዕቃ ግምጃ ቤት ድረስ ማስረከብ ይኖርበታል። 2. የማጓጓዣና ተያያዥ ወጪዎች፦ አሸናፊው ድርጅት የትራንስፖርት፣ የጫኝና አውራጅ እንዲሁም ማንኛውንም ተያያዥ ወጪዎች በራሱ ሙሉ በሙሉ በመሸፈን ዕቃዎቹን ጂንካ ዩኒቨርሲቲ ዕቃ ግምጃ ቤት ድረስ ማድረስና ማስረከብ አለበት። 3. የመረጃዎች ግልጽነት፦ ለውድድር የሚቀርቡ ማናቸውም ሰነዶችና መረጃዎች ግልጽ፣ ተነባቢና ሙሉ መሆን ይኖርባቸዋል። የማይነበቡ፣ የተቆራረጡና ግልጽ ያልሆኑ መረጃዎችን ማቅረብ ከውድድር ውጪ ያደርጋል። 4. በe-GP (የኤሌክትሮኒክስ መንግስታዊ ግዥ) ሥርዓት ላይ የሚጣሉ ግዴታዎች፦ በe-GP የጨረታ ግዥ ዘዴ ተወዳድሮ በተደጋጋሚ ጊዜ ያሸነፈ (Award የተደረገለት) ነገር ግን ውል ለመፈጸምና ዕቃ ለማቅረብ ፈቃደኛ ያልሆነ፣ እንዲሁም ስልኩ የማይሠራ ወይም ተደውሎ ጥሪ የማይመልስ ተጫራች ቢኖር፣ ከውድድር ውጪ ተደርጎ ተገቢው ሕጋዊ እርምጃ እንዲወሰድበት ለሚመለከተው የሥራ ክፍል ሪፖርት ይደረጋል። o ማሳሰቢያ፦ በተደጋጋሚ አሸንፎ "በስህተት ነው የሞላሁት" በሚል ወይም በማንኛውም አሳማኝ ባልሆነ ምክንያት ዕቃውን ላለማቅረብ መሞከር፣ የዕቃውን አሸናፊነት (Award) ውድቅ በማድረግና ጉዳዩን ከሕግ አግባብ ጋር በማያያዝ ተጫራቹ በጥቁር መዝገብ (Debarment) እንዲመዘገብና አስተዳደራዊ እርምጃ እንዲወሰድበት ለሚመለከተው አካል ይላካል። 5. የንግድ ፈቃድና የግብር ግዴታዎች፦ በዘርፉ ያልተሰማሩ፣ ያልታደሰ የንግድ ፈቃድና ወቅታዊ የታክስ ክሊራንስ (Tax Clearance) ያላቀረቡ ተጫራቾች መወዳደር አይችሉም። ተወዳድሮ የተገኘና በግዥ ሥራችን ላይ እንቅፋት የፈጠረ ማንኛውም ድርጅት ላይ አስፈላጊው እርምጃ እንዲወሰድበት ዩኒቨርሲቲው ለሚመለከተው የፌደራል ግዥና ንብረት ባለሥልጣን ለማቅረብ ይገደዳል። 6ኛ.ማንኛውም ተጫራች ጨረታው በተዘጋ 30 /ሰላሳ/ ደቂቃ ውስጥ የመክፈቻ ሚስጥር ቁጥር (private key) በሲስተሙ ብቻ ሸር /share /ማድረግ ወይም መላክ የሚኖርበት ሲሆን ያላደረገ ተጫራች የጨረታ ሰነዱ ሳይከፈት ቀርቶ የላኩትን ብቻ የምናስተናግድ እና ግምገማው የሚከናወን ይሆናል፡፡7ኛ. ተጫራቾች ኦሪጂናል የጨረታ ማስከበሪያ (CPO) ጨረታው ከመዘጋቱ በፊት በአካል ግዥ ሥራ አስፈጻሚ ማቅረብ አለባቸው ካላቀረቡ ግን ከውድድር ውጪ ይደረጋሉ፡፡ 8ኛ. ዩኒቨርሲቲው የተሻለ አማራጭ ካገኘ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው 9ኛ. ተጫራቾች ዋጋ ከመሙላታቸው በፍት ናሙነውን ማየት ይጠበቅባቸዋል፡፡
