Founded in 1979, Action Against Hunger is an international humanitarian organization committed to ending child hunger. It is a non-governmental, non-political, and non-profit organization registered by the FDRE Authority for Civil Society Organizations of Ethiopia. Action Against Hunger established its Country Office in Ethiopia in 1985 in response to the severe drought and subsequent famine at the time and has since implemented various development and relief assistance in different regions of the country.

In accordance with the Financial Reporting Proclamation No. 847/2014 and the Organizations of Civil Societies Proclamation No. 1113/2019 (in particular Article 72) and the directives issued by the Authority for Civil Society Organizations, Action Against Hunger Ethiopia mission is required to have its annual financial statements audited by an external auditor and submit the audit report to the Authority for Civil Society Organizations within the period prescribed by law. Therefore, Action Against Hunger Ethiopia mission kindly invites a qualified Audit firm (i.e. an audit firm holding a valid certificate of registration as an Authorized Auditor issued by the Accounting and Auditing Board of Ethiopia (AABE) to audit the financial statements of the Ethiopia mission for the financial
year ending 31 December 2026, with an option, at Action Against Hunger's sole discretion and subject to satisfactory performance, to renew the engagement for up to two (2) subsequent financial years.

The following requirements should be fulfilled to participate in the comparison for the audit service.

Requirement:

• Renewed professional license and business registration license
• Profile of the audit firm and its experience
• Qualification and experience of the audit team
• The audit firm should be one of the accredited firms by the Agency Civil Society Organization.
• Certificate from AABE
• Should provide all legal documents: Valid license, Tax Identification Number / TIN/, VAT certificate.
• Valid tax clearance certificate issued by the competent tax authority for the most recently ended tax year (2018 E.C.).
• Have evidence of auditing experience with similar NGOs.
• Evidence of Previous experience of auditing financial statements prepared based on IPSAS- Accrual basis
• Be able to indicate the date of commencement of the audit report.
• Be able to indicate the date of submission of the audit report.

Scope of the Service

• The firm will audit the client's financial statement for the fiscal year ending December 2026 onwards
• At the end of the fiscal year it is expected to have 50 box files of accounting documents to be audited per month (an estimated total of 600 box files per year)
• The firm will audit the financial statement and the supporting documents of the concerned period as prepared by the client and will give his/her opinion on the fair presentation of the financial statement.
• The firm should conduct the audit according to Accepted Accounting Standards (IPSAS- Accrual Basis) & Agency for Civil Society Organizations requirements.
• The audit will be based in Addis Ababa Office and visits to the projects may be facilitated upon request.
• Management letter and financial consolidation report will be the major output of the services.
• In its proposal, the firm should provide the fee for audit service; the duration of the annual audit; date of submission of the final audit report.
• Action Against Hunger Ethiopia mission reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time before contract award, without thereby incurring any liability to bidders.

Interested applicants can obtain the bidding documents from Action Against Hunger Addis Ababa offices during office hours (between 8:00 AM – 5:00 PM East Africa time from Monday to Friday) from November 7th , 2026, to November 27th , 2026.

The deadline for collection of the tender document and the deadline for submission of tenders is November 27 th , 2026, until 5:00 PM East Africa time.
