Public Servants' Social Security Administration (PSSSA) now invites wax-sealed bids from eligible Bidders for Skylight Roof Works at Wastna Commercial Center, Piassa, Addis Ababa

INVITATION TO BID

The Federal Democratic Republic of Ethiopia

1. Public Servants' Social Security Administration (PSSSA) now invites wax-sealed bids from eligible Bidders for Skylight Roof Works at Wastna Commercial Center, Piassa, Addis Ababa.

2. Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the PSSSA Procurement Guideline. Eligible and qualified Bidders who have experience in skylight Roof works are invited to participate in the bidding process

3. This invitation is open to qualified contractors with relevant experience. Bidders shall submit the following documents as proof of eligibility:

• Valid Trade License in construction works or other related fields valid for the 2018 E.C. fiscal year.
• Certificate of Competency (GC 3 and above or Specialized Contractors) issued by the Ministry of Urban Development and Construction or other relevant government authority
• VAT Registration Certificate
• Clearance from Inland Revenue Administration Valid within the bid process time
• Registration certificate in the suppliers list under Public Procurement and Property Administration Agency

4. Interested Bidders on the submission of a written application in English language to Public Servants' Social Security Administration may purchase a complete set of bidding documents, and upon payment of a nonrefundable fee of Ethiopian Birr 500 (Five hundred Birr) per bid starting from the date of bid announcement on newspaper.

5. The amount of the Bid security shall be ETB 200,000 (Two Hundred Thousand). Bid Security at the bidder's option could be in the form of CPO (Certified cheque or payable order), Unconditional Bank Guarantee, and securities issued by foreign banks shall be counter-guaranteed by an Ethiopian bank. It shall be valid for a period of 73 (Seventy-Three) days after bid opening and must be accompanied by a security specified under section 4 - (bidding form)

6. Bidders shall submit one original and one copy of the Technical Documents shall be delivered to Public Servants' Social Security Administration. in such a way that the original and copy of the Technical Document after being sealed separately shall be placed in a single wax sealed envelope marked as "Technical Document". The Financial Offer Document shall also be produced in the same manner as the technical document and shall be placed in a single wax sealed envelope marked as "Financial Offer Document". Finally, both documents shall be placed in one outer mother envelope; every envelope should be wax sealed, signed and stamped properly.

7. Bids must be delivered to the address Public Servants' Social Security Administration on or before 02:00 PM on the 20 continuous days beginning from the date of bid announcement on the newspaper. If the bid closing or opening date is on holyday, closing or opening of the bid will be the next working day at the same time and the same venue. Electronic bidding is not applicable.

8. Late bids will be rejected.

9. Bids must be opened in the presence of Bidder's representative, who chooses to attend in person at Public Servants' Social Security Administration, procurement office no. 313 at 02:30 PM on the same date.

10.Public Servants' Social Security Administration reserves the right to reject the bid fully or partially.
