1.የነዳጅ ማደያው ደሴ ከተማ ውስጥ የሆነ 2. የዳጅ እጥረት በሚኖርበት ጊዜ 10,000(አስር ሽህ) ሊትር መጠባበቂያ የሚይዝ 3. በማደያው ውሰጥ ነዳጅ በማይኖርበት ወቅት ለሌሎች ማደያ ገንዘብ አስተላልፎ ነዳጅ የሚያስሞላ መሆን አለበት፡፡ 4. ለሁሉም ተሸከርካሪዎቻችን ያለወረፋ ቅደሚያ የሚሰጥ፤መሆኑን የሚያረጋግጥ መሆን አለበት፡፡ 5. የነዳጅ ዋጋ ተመን በመንግስት ስለሆነ ዋጋ ሲጨምር ይጨምራል ሲቀንስ ይቀንሳል
